Needless to say, this comic is a reference to the USAF Project Blue Book.  Interestingly, my first experience with Project Blue Book was the TV show Project UFO that ran for a very short time in the 70's.  How's that for pulling out the obscure reference?

CARL: I think this is an actual piece of debris from a UFO. Check the blue book value of this kind of find.
